EWS Certificate Application Form | How To Apply For EWS Certificate In Assam?

EWS certificate may consider those who belong to the Economically Weaker Section (EWS) category of society. EWS is a new reservation scheme under the general category sub-category. On 7 January 2019, the Union Council of Ministers approved 10% reservation for getting a government job and granted admission in educational institutions for the economically weaker section in the general category. Gujarat became the first state to implement this law. This is a kind of reservation scheme. The EWS Reservation Scheme has been launched to provide 10% reservation in civil posts and services of the Government of India.

Documents required for EWS Certificate Assam

1.Address proof ( Any one of the bellow list)
  • Telephone (landline or postpaid mobile bill)
  • Electricity bill
  • Income Tax Assessment Order
  • Election Commission Photo ID card
  • Proof of Gas Connection
  • Certificate from Employer of reputed companies on letter head
  • Spouse's passport copy (First and last page including family details mentioning applicant's name as spouse of the passport holder), (provided the applicant's present address matches the address mentioned in the spouse's passport)
  • Parent's passport copy, in case of minors(First and last page)
  • Aadhaar Card
  • Rent Agreement
  • Photo Passbook of running Bank Account (Scheduled Public Sector Banks, Scheduled Private Sector Indian Banks, and Regional Rural Banks only)

Key highlighted regarding appointment by EWS category:

  • Due to shortage of eligible candidates, all the posts of the state government reserved for EWS have not been filled by the candidates of the EWS category during the recruitment process, then the remaining posts will be filled by the unreserved category candidates.
  • Individuals belonging to EWS will be placed against the quota for Benchmark Disabled / Ex-servicemen selected persons against the roster points prescribed for EWS.
  • A person belonging to EWS cannot be denied the right to compete for an appointment against an unreserved vacancy. Individuals belonging to EWS who are selected on the basis of merit and not on the basis of the reservation should not count towards the quota prescribed for reservation.

Eligibility Criteria for EWS Certificate in Assam

Individuals who do not fall under the scheme of reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes and whose family has a total annual income of Rs. is less than. 6.00 lakhs (only six lakh rupees) to be identified as EWS for the benefit of reservation.

Income will also include income from all sources i.e. salary, agriculture, business, profession etc. for the financial year before the year of application.

Individuals whose family owns or has any of the following assets will be excluded from being recognized as EWS, even if it relates to the family's income:

i.15 bighas of agricultural land and above in rural areas.
ii. 1 Bigha of residential land and above in rural area.
iii. 1.5 Katha land in notified Municipal Corporation / Municipal Board / Town Committee area.
iv. Built area house over 1000 Sq.ft. And in the Municipal Corporation / Municipal Board / Town Committee area notified above.

  • When applying land or property holding test to determine EWS status, property held by a "family" will be clubbed in different locations of different places/cities.
  • For this purpose, the term "family" shall include a person who seeks the benefit of reservation, his parents and siblings under the age of 18, as well as his spouse and children under 18 years of age.

Issuing Authority and Verification Authority

  • Reservation under EWS can be availed on the production of Income and Property Certificate issued by Circle Officer or Circle Officer (A) of the Revenue Circle, where the candidate and/or his family normally resides.
  • The income and property certificate issued by any one of the following officers in the prescribed format (given below) will only be accepted as proof of the candidate's claim related to EWS: 
  • The officer who issues the certificate will do so only after carefully verifying all the relevant documents as per the prescribed procedure.
  • The important date of submission of income and property certificate by the candidate can be considered as the closing date for receiving the application for the post, except in cases where otherwise important date has been fixed.
  • Candidates claiming to be appointing officers should be in the proposal for appointment

Related to EWS, include the following sections

"The appointment is provisional and subject to the Income and Property Certificate being verified through the appropriate channels and if the verification shows that the claim related to EWS is bogus/false then the services are provided without any prior reason and without prejudice. The statement will be terminated. Further production can be taken under the provisions of the Indian Penal Code for production of fake / false certificates. "
The appointing authority should verify the veracity of the income and property certificate submitted by the candidate through the certificate issuing authority.

(ii) Chief Presidency Magistrate / Additional Chief Presidency Magistrate / Presidency Magistrate

(iii) Revenue Officer not below the rank of Tehsildar and

(iv) Sub-divisional officer or area where the candidate and/or his family normally resides.
