Mukhyamantri Grammya Paribahan Achoni:  CM’s Subsidy Scheme to Entrepreneurs/ Self Help Groups to start ‘Light Passenger Vehicle’ transport service in villages of Assam has launched a new scheme As per the announcement by the Hon’ble Chief Minister, Assam, 10,000 villages are to be covered under the scheme.

One beneficiary / registered Self Help Group per village to be covered and to be provided subsidy assistance to the extent of 25% of the cost of the vehicle or Rs. 1 lakh whichever is less.

Details of the Mukhyamantri Grammya Paribahan Achoni

To improve rural connectivity in the villages of Assam, Hon’ble Chief Minister, Assam
announced a scheme which may perhaps be introduced as “MukhyamantrirGrammyaParibahanAchoni” to provide assistance to Entrepreneurs / Self Help Groups desirous of starting ‘Light Passenger Vehicle’(under the category of Light Motor Vehicle) transport services to connect the villages with nearest town/circle headquarter/block headquarter.

Objectives of  Mukhyamantri Grammya Paribahan Achoni

The objective is to improve rural connectivity together with self-employment opportunities to the
entrepreneur residing in rural areas.

Eligibility Criteria Mukhyamantri Grammya Paribahan Achoni

  • The applicant / SHG must belong to the village for which he/she is applying for.
  • The applicant must possess a valid driving license for operating the Light Passenger Vehicle(under the category of Light Motor Vehicle). For SHG, the member who will be operating the vehicle must possess valid driving license as mentioned above.
  • The age of the applicant should not be less than 21 and not more than 40 years (as on 01.01.2020).
  • For SHG, the member who will be operating the vehicle should not be less than 21 and not more than 40 years of age (as on 01.01.2020).
  • Only one applicant from one (same) family will be eligible for assistance.
  • The selected beneficiary / SHGshall be provided with subsidy after they make arrangement for payment of balance amount of the cost of the vehicle including his contribution of minimum 5% of the total amount, in case the beneficiary avails bank loan.
  • Further the applicant needs to complete all the formalities as per the mandate of Central Motor Vehicle Act, 1988 and Central Motor Vehicle Rules, 1989. 

Important point

  • After purchase of the vehicle, its day-to-day maintenance and operation on commercial basis will be carried out by the individual beneficiaries / SHG without any intervention by any other authority/agency. However, if and when the situation arises for any direct/specific intervention by the state government, in that case, the state government shall take such steps or measures as may be considered necessary in public interest.
  • The beneficiaries / SHG will be the rightful and legal owner of the vehicles.
  • The vehicles have to be registered as commercial vehicle only.
  • The vehicles supplied under the instant scheme shall not be allowed to be sold / transferred within a period of 36 months from the date of delivery of the said vehicle.
  • The vehicles must be used for transportation of passengers only and the owners shall also abide by CMV Act, 1988 and CMVR, 1989.
  • Application will be received in DTO offices.
